ICT and Democracy in China. The implications of information and communication technologies for current socioeconomic developments in China have attracted substantial public as well as scholarly interest. Nevertheless, less systematic work has been done so far on mobile media and its implication for political purposes and democratic participation in China, which is the world’s biggest mobile phone powerhouse today with over 1 billion subscribers, an average of three out of four people. Aiming to bridge that gap by specifically looking at the functions of political mobilizations and communicative engagements, my project examines the role of mobile phone in creating a new way of spontaneously mobilizing popular protests in China. As one of the first such studies, my study demonstrates how Chinese citizens have expanded the political uses of mobile phones in their struggle for the free flow of information and expression, social justice and the rule of law, while seeking to build an inexpensive “counter-public sphere”.
